This your Panel problem or VPS problem,
Because Same configuration running my Old Servers.
I don't think so because no changes have been made in the panel so I think you edited something in yours to make it works

Well.. to be honest with you... i think download link which you use's missing some files... thats why server won't start..
? can you check download link+ all files needed there ? and make sure it's for linux version ?
