It's true that Google has blacklisted some of their IP ranges but it's funny to see their hosting sites rank high in Google search for nearly all free hosting related keywords. So I they are are still getting thousands of new members everyday. I have used several of their sites in past and among those 000webhost is the crappiest.
We can't say never use free service ,even paid service r getting hacked so there is no difference in BTW them ,instead sometimes owners get rude or team workers may get leaked them or hackers so we can't guess them

About that hosting is a different story, even after so bad reputation they tried to open with other name which also failed.
