Nope we do not oversell nodes your welcome to checkout our node statuses here https://nixstats.com/report/561de5c965689ef9238b4567 as you can see the loads are pretty low on all of our servers besides Canada. Would also like to add none of the VPS's I sponsor are on my Canada node, so as for your overselling idea, YOUR wrong sorry.
Not all VPSs will use full utilization of resources.

Yes you can ill give 24 hours to backup data and Just apply like your First VPS at VPS Request Forum .
