Not talking about down time. I am saying that some time VPS doesn't work. I can't connect through any SSH client. It starts working again when I reboot the VPS from the panel.

There is UK KVM 3GB RAM, 3 core offer for 8.50 usd. That one sounds good too.
Also your that 7 usd package says France location in OP. It must be mistake.
