which vps sponsor is good for game servers? i want to create a game servers there. and idk which one to chose

No, all it does is limit CPU cycles per certain amount in a certain amount of time. (As like 1/100 cycle, in terms of something like that).

Think to it like when you are running a full CPU core, what happens to the programs running on it? They are slower and studders. This is more or less the same proccess, as the Linux scheduler would also do something similar to this (STOP/CONT) when other proccesses need CPU time when a core is full

no . if it averaged more than 40% for 2 hours they probably give a warning . and if you go 100% all the time you rpobably get suspended

Choose sponsors which offer Canadian or French locations in OVH datacenter and with DDOS protection.
 Host4Fun is good for this purpose.

DDos is very complimentary in game server and cache server. also if you use vps as a open blogspot or forum.
