Yes of-course, content is the main key factor for seo. If your site has not quality content, then its not getting better ranking, however you made any nos of backlinks. Content is permanent but backlinks are temporary. So first focus on content instead of making backlinks. Once you update the quality and unique content on site,then focus on backlinks.
