I've played OSU few times. Good game to practice aim skills. Easy to learn hard to master. Someone who play a lot of fps games should try OSU.

Don't be scared if its too fast for you, https://osu.ppy.sh/p/beatmaplist here you can get a lot of easy/normal beatmaps and learn OSU.

I play OSU, but it seems I can't get better at it without a better mouse or if I buy a drawing tablet :/

You can try to play using keyboard+mouse it should improve your skills. Use mouse to move and Z/X to click. It takes few games to get used to it.
