is the network speed on the vps 3 or 6 is fast enough for game servers?

I don't know about VPS6 but my own experience with VPS3 is not good a all. Since it's the same provider Im wouldn't see much good about VPS6 either. It's not often you see someone dropping Windows vps with that much power.
Also I guess you don't have a server license so the best option for you I think VPS13 as long as you are fine dealing with trial.

Well, only 2 VPS 9 left this time. It appears that it will be out of stock soon.
VPS13 seems to be a good choice to start with if your main concern is the network speed but you only want a Windows server.

A bit surprise that all VPS 9 are now gone in this giveaway.
