If you do not use vps to host website is it impossible to fulfill backling requirement?

let we say it deatailed:
yes it required so we can prove to our sponsor that we are helping them. they are never give it away without geting something back.
we ask if you can provide a link back on you vps if you are runing a website on it. also please know if you are using it by linking it to a site with a "a record" then is a link back required on the main site.

Of course i understand need to give back. I just wanted to know if i have to run website because i am not very bad at design of pages but if totaly required i can make one. No problem
