Could be the offer/link must be country specific as this is the page the link opens for me in South Africa.

I don't know much about this offer, but for all I can say: Porkbun is my registrar since last year and I am fine so far.
For me the link works, I can see a checkout of 0$ for the registration of a .design domain but I have to say that the renewal is very expensive!
My .com domain barely cost 7€/year!
