A few suggestions - Conan - 09-15-2015

Add a Pagination on top of the thread.
Add a New Thread button on top.

Fix Permissions on VPS Requests Sub-forum so users can see their own posts/threads.
Make a VPS Application form.

yeah but not inside the forum. Usually people Look Inside the forum not at TOP. It's easier to have a sticky in Announcement or VPS request boards rather than asking people to look around.

What is the first thing that gets loaded and seen when you view a website? The TOP right? It's actually perfect in there.
Even FreeVPS.us has the link on top.

It might load first but people look at center of the screen not at top. Specially in a forum people quickly look for board about free vps or announcement board. If you have checked the feevps.us then you might notice they have set of stickies about these above all forums.

It's no rocket science. This forum already have 2 stickies above all forums and all need to be done is add another with all details about free vps.

Most users I know check the top first before the middle and the bottom.
It's called the viewport.

How did you know that the people does that? I think you are just talking about yourself.

Another Suggestion:
Use the MyBB GoMobile plugin.
I use my phone frequently in school.

If that's the truth then forums would just put all important stuff at top and wouldn't bother with stickies. Why do you think even freevps has it like that ? More exposure means easier for users. Check Google for Heat maps

Darker areas show where people look first when they visit a site. Nobody look at top they look at top then sites.

That depends on the site. I have ran a small pretty popular site befire and installed a heatmap js.
Of course google would always get clicks on the middle since people only use the search engine.
Just look at google.

If you won't bother checking the navigation of a forum, I don't think you are suited to this kind of sites.
Stickying it isn't needed as the link is already there. No need to argue.
