I don't think someone would buy it for a *year* , Who would require a 256MB ram VPS for testing purpose they can use open boxes or sessions for it.
Well the net speed is quite good for these packages.

@OP you can search in google you will got many offers by many companies there are many companies whose providing VPSs at cheap prices

I think 256mb ram vps is not enough to host a website with average traffic . But the price is very cheap . Just 7-10$ per year .

if you know how to manage website through console it wont be a ram bomber.
