VestaCP can run a website with average traffic on a server with only 512mb ram it might can help you if you don't want to manage your website through command line(highly recommended).

Host4fun package is pretty good if you don't plan to install a control panel. Can't ask for more for a low price like they offer. Maybe they can raise the price little but like to upto $10 and raise amount of RAM little bit more.

I have just found this in freevps.us. Hidden Refuge found this cool offer from Vultr,

The $2.5/mo ($0.004/hour)
- 512 MB RAM (same on DO)
- 1 CPU Core (same on DO)
- 20 GB SSD (same on DO)
- 500 GB Traffic/Month (1 TB on DO)

https://www.vultr.com/pricing/

The best thing about this package is not the ultra low cost but the so many locations they offer (Frankfurt in Germany, Paris in France, Amsterdam in Netherlands, London in UK, Dallas/Miami/Silicon Valey/Atlanta/Chicago/Los Angeles/New York/Seattle in United States, Singapore, Tokyo in Japan and Sydney in Australia)

It cost you $30 annually about a totally worth for the price providing their support and uptime is good. I don't think it match the OPs budget but thought post this since it one of the best offers I have seen in last few months.
