My battlelog has been stuck with the blue banner "waiting for game to exit" but only in Vivaldi browser. I usually always use this browser for launching the game. I tried launching the game in Chrome and it worked, but even after a computer restart I am still getting the blue banner in Vivaldi. It's gotten stuck before in Chrome when I used to use that, but it would go away after closing the game and Origin.
