Because proxy hide their location, agencies track locations of criminals, hackers and other sort of people doing bad things thru online.

DeepWeb is fulled of mostly Illegal things like :Illegal non-licensed weapons, Drugs, Contract killers and many of the worlds most dangerous hacks, So I didn't ever got the guts to try it. It's so full of illegal things, it just makes me scare it. Also they sell Illegally transported things like Gold bars etc. So, I think it's best to not to try it [For me]. Besides it depends on you. You might even risk your life if you go there [For example: you get caught for something illegal, which you even didn't do] Anyway it depends on you.

Tor does it but I read somewhere that FBI has injected some malware there so if you visit you are recorded.

actually you can't buy "anonymously" with bitcoins, because the way you acquire bitcoins is by ether a credit card or a pay pal and those two are completely being monitored by the government.
so unless there are other ways to get bitcoins you pretty much can't do any thing "anonymous" with them.
