If you want to make your game servers popular, you must put advertise your servers on Xtremetop100 and Gtop100. These sites will attract more users thus make your server popular.

I think many ways to make your game server popular
1.listed your server in game server directory
2.play with your IGN friend to fill the empty slot
3.recommend to forum and site
4.become famous youtuber and tell everyone to join your server

you can create facebook group/pages and promoted them on public forums or make a youtube review

A reminder promoting thru facebook groups you can be mark as SPAMMERS, base on my experience posting and sharing ads to all my groups and my account got been mark as SPAMMERS and because of that I'm not allowed to post on my groups anymore.

true . i promote post4vps on facebook with my refferal link and the most people that i reffer doesnt even know how to confirm a email . facebook is sort of still filled by n00bs

It doesn't matter for promoting your post in social media sites.
i just recommend you. Work Hard and YouTube.
all you need good developers, forum staff, administrator in game server.

About good Developers and staffs.. i agree with you
but about Youtube not bad.. bad some players not using Youtube as checking servers..
but he should try it..

Youtube is good place to advertise game servers especially when someone who is popular in specific game would make video about server, for example minecraft servers.

I think the best and free method is to make game playing videos and upload it to YouTube and promote your server there.
I found a much better site than Youtube.
https://www.twitch.tv is specially made for gamers to stream their gameplay.
Now I think this is the best place to advertise your server.
