Well it's called Scripters
and SAMP We call it textdraws and we can do that

Yup its Vice City MultiPlayer. And yes @YOuNeS_Dz is right. I Did it using scripts. Didn't use any mod. Its just 3D textdraw and sprites. Quite easy for me

The competition was really tough.
It was very hard to choose any one since all of them were great.But since we can choose only one.
