#1 What is IRC?

#2 What kind of special offer is this?

As mentioned in #2 this an offer to host ZNC software on our servers,
this offer would be preferable to users who don't have a VPS or can't manage the znc package optimally.
All optional znc 'add-ons' can be managed via the web.

if you mean free web hosting then no, I don't provide web hosting, only a bouncer service for IRC

Forgive me for being a noob here but what is a znc pls

ZNC is an IRC network bouncer or BNC. It can detach the client from the actual IRC server, and also from selected channels. Multiple clients from different locations can connect to a single ZNC account simultaneously and therefore appear under the same nickname on IRC.

your znc server support SSL? I AM ASKING that because many providers not supporting SSl

IMHO, you shouldn't use a provider that doesn't support SSL
