You have dedicated IPv6. I assume that CyberPanel does support IPv6. If you use CloudFlare you can create maybe a dedicated domain for the panel and create AAAA records pointing to your dedicated public IPv6. Important is to enable the CDN feature (orange cloud for the DNS entry). This way you can access the panel over IPv6 via CloudFlare reverse proxy on IPv4 only systems. The same way you can do webhosting over IPv6 only but have IPv4 clients access your services anyway although you have no IPv4.
