I don't think just members can do a lot apart from telling others about the forum. Also I don't think giving away 2 servers per member is not practical right now since there are only limited number of servers in pool.
One suggestion i made was to offer servers based on score rather than purpose. Like right now it says VPS9 can be taken only if you have a mega reason. so rather than contributing members it can be taken by any new guy who will only make 20 posts per month just bare minimum to keep it. That's not productive for the forum. Method used by Freevps.us is more practical.
If someone really need a big server then he should be willing to earn it by doing fair amount of posts. It's not hard. Good example is @humanpuff69 . He has earned more than 1000 points with in 2 months. So anyone who is desperate for a good server can do it.
Second thing is downtimes. I noticed we have server downs time to time due to problems at it's hosting provider. I don't know if the forum is still hosting on same free hosting account it used to and if it is then it's a big minus point. I don't think providers would be willing to offer servers to provider who can't even keep their own forum stable. So I think this is also something important.
