First I thought it's Post4VPS and didn't even notice the " 2 " in middle. Here we have 1GB - 2GB plans but still less people want these and even at Freevps you can see so many unused vps from every giveaway. I have no idea how he will pull this with a 386MB plan with natted ips and 64MB plan.

Because its only an hour to create a site like that if you already have domain and hosting. But its not so easy to keep these running. Thats why less than hand full of free vps providers become successful.
