I dont think so... I think they give on the basis of most points and post counts.

the people are choosed on there idea with it.
if the forst one sais what do you like to do with the server:
game server and nothing else.

and other sais:
i need this to host my site for a good reason

So, a guy with say, 10 points, has a reason of:
"I want to host my site, and a DNS server, and provide shared hosting, and host my own email"

And a guy with say, 5500 points, has a reason of:
"Me want host big gameserver"

The guy with 10 points would get it?
