Check your mail inbox of connected email account, if your vps was suspended you will receive an email notification. You may can see it in your inbox or spam mails. You may get suspended if your bandwidth is over and it may automatically back at first of next month. Between I am also seeing the same message in my panel, between my vps bandwidth over.
Since you can access your vps by ip there may be some maintenance on the panel.
