I wonder why did it ask for your payment detail? Free services doesn't require you to have any payment information. However, you'll be shown the payment method to checkout but don't worry, you won't be redirected to PayPal or anywhere unless your order is valued to be more than $0.
Yes, we keep personal information in order to serve you better. You can checkout the privacy policy to know what we do with the information we collect. This applies to both paid and free users.

But, I don't really feel happy with 3 days login requirement. I've used heliohost before, it requires only 1 login/months. Heliohost's concept is pretty nice tho. Like no one will continuously login every 3 days to check their web hosting. For me as users, if my websites are up, then I'm happy. No need to open hosting and I can leave my website up.
I can understand your tight schedule and frustration to login once in seven days. This rule has been made in order to track whether your website is active or not. As user logins, we get to know that their free hosting matters.
If the user is inactive, the service that has been reserved for user will be terminated and the stocks would be replenished so that others awaiting for their free service can avail it.
(yea, free hosting accounts are limited to be registered).
