It does require skills. You're wrong at your context. DDoS is a term in 'hacking' but most of skids or script kiddies usually uses booter or pre-prepared script. But if we go deeper like building our own botnet from scratch(or modifying it to make it function more) could be done by hackers.

Hacking down servers, making payloads to backdoor computers to make them a part of zombie network, encrypting their payloads so that anti-viruses cannot detect them and etc is the 'skill' of hacking which is mostly used by hackers who plan to launch it on a large scale.

But but but...! Nowadays, people tend to buy DDoS services from 'hackers' in the name of 'just testing our own network' on a monthly basis. So this does not require any great skill than to know how to ping target and check if it is really down.

Conclusion:- So at the end, because of subscribers and skids, DDoS is not 'termed' to be a hacking attack if it is launched by them. But if a hacker does it, it can be termed as 'hacking'. It depends upon the situation and the one who is executing the attack.
