It’s 1Gbps Shared, so it can not always used in full. So we are doing our best to support our vps indeed.

Those speeds don't look impressive for a 1Gbps connection..are those the best speeds?

Well, Honey you are right it's low but high enough for me. Sometimes ping goes high but mostly it remains between 150 to 250, which is enough for me.
