How reliable is Ookla Speedtest for comparing speed of two VPSs?

If speedtestserver.com didn't list any then probably there are no servers in there but you could always check the map for closer cities, if that didn't help then I suggest you to use iperf, it doesn't have result links like speedtest but it's more accurate and preferred for servers, just specify the server and go.
