Well when it comes to countries out side north America and Europe, these piracy laws are pretty inactive unless it's a native against another native or complainer has physical presence in the country like legit agent or branch. Most of these DMCA complaints usually happens against images and written content. So most of the time off shore data centers don't bother and complainers don't want to spend money to hire a local lawyer to take care of it.
