As a Chinese...yes,I have to say you need more limits.Not simply for the abuse rate,but for its applying popluation.
Remember the euserv? It is said that new applications seemed to be rejected from China.There are too many blog posts,videos here introducing this plan,which caused the auto renewal disabled for this plan and finally rejecting applications.

And,just wondering a self-made image hosting that transfer the upload image to my imagekit account(not store there as this only tranfer the image to a 3rd-party) is considered proxy or OK to host.
