So, a guy with say, 10 points, has a reason of:
"I want to host my site, and a DNS server, and provide shared hosting, and host my own email"

And a guy with say, 5500 points, has a reason of:
"Me want host big gameserver"

The guy with 10 points would get it?

Thats score is a way to big for a example.
But
In this case the guy with 5500 becuase 10 does not meet the requirements.

But to give the answer if he had 100.
If his reason is decent enough then yes he won.

But i think no one would do:
I want server.

And btw points. Rep. Time active does play a role too.
