People may also submit dubious complaints to watchdog authorities that the staff will have to sort out.
Regarding the first idea - it's a good one - but probably not needed. "Bumping" just happens spontaneously when there is a real need for bumping the topic. If no one is responding, maybe the topic is no longer valid.
