I don't think you need websites? Cause Low Orbit can cause massive damage if you employ a bigger farm with windows server running on it. But I don't think its enough to take down most sites as their datacenter is increasingly getting huger and bigger.
Meh, who cares. They have massive botnets with thousands of server needed to obliterate websites. Doesn't need a website to do that. Also they can easily sell this on TOR/Onion network also
