I have to disagree with that. Right now content is what matters most. It's not simple as it used to be. First you need to do keyword research and find low competitive keywords related to your niche. Then you need to create content which is optimized for main keyword and few secondary keyword phrases. On page optimization comes to play when you do this. Keyword density should be less than 1% and you need to have at least 1000 words in your content. (Might be more if other ranked pages for same keywords have better quality content) You have to carefully set up title tags and then internal links. There should be couple of out going do follow links for Authority sites in same niche. Then check content with plagiarism checker and make sure your content is unique and has correct keyword density. Now Publish the page and ping it to main search engines. Also ad few social media links. All that for getting your page index fast. If you have done everything right your page will be in first 100 SERP within 48 hours.
Now in next 2 week you need to add more content and try to tweak it here and there giving the page more authority. Add more social shares like G+, FB shares, Reweets, Pinterest pins etc because these will get Google crawlers to your site more often. You should keep doing this as long as your page moving on SERP. There will be a time your page no longer moves.
That's when you should start off page SEO such as building quality back links.
