Am I eligible to request vps and if I choose osnya os windows is it okay?

Ok, so back to topic.
Yes, you're ok with Windows, IF the provider allowed it. Nah mostly here (CMIIW), VPS provider only give you Linux option. As Dynamo answer in the shoutbox, there is only 2 option of Windows, VPS 8 (which is mine) and VPS 2 (CMIIW).

And you should also have Windows Server key, better not to play with KMSPico :p, because it's really have a high risk for P4V reputation (I guess).

Btw, from my side, as I've tested Windows Server, it's good while you need the GUI (btw, in Linux Server - specially Ubuntu, idk the other - we can install GUI too, which is GNOME here). And then I don't find any interest with Windows here. And you said, you're learning linux and don't really know about linux command? Ok, so with linux - specially with Ubuntu, too -, we have so many refference out there. We can use askubuntu, or sometimes in linuxquestion or something else.

I've tested both OS, and I choose Linux, easier to use.

Looks like you need some more credits in order to qualify for Applying for a VPS ( need $100 or more).
