If you mean you want to block users who blocks JavaScript, it is something I do not recommend to do so. Because it will just discourage them to browse your websites.

One may say that he does not care much about discouraging them to visit his sites.

But actually it will increase the bounce rate of the sites, thus hurting the SEO.

Not that way. Many people see JS as a security threat. Do you take these users into consideration when making a design ?

When I design website I try to use JS as less as possible. This mean that users who blocks JS still can use website.
