I read your question there are and as others had mentioned what you are asking is not very clear. Yes you can access Windows vps through phone using something like a Remote Desktop App which I also use. But I have no idea what you meant by " I want all phone can connect at same time they don't see each other ".

I think he means by that is that: he wants his smartphone clients to have its own user. I am assuming by what he means, is that he wants each device to view something else, or interact with the Desktop diffrently from others.

You are going to have to create Windows User Accounts from the control panel and then create/allow remote sessions for them.
