I see thst the problem is that the provider habe a panel but you dont want to give it
If the provider panel have api you can use their api and make a panel out of it for your users . Kvm virtualization offer a bit of overhead from real dedicated but in turn you can get a panel for it
selling near-dedicated or a vds but with almost the same specs also a great idea . just remove 1 core and 1gb from the server and make a kvm container with that size

Thank you to everyone who replied. Thank you @deanhills for the suggestion of suggestion for exclusive VDS. I'll put it into consideration. Thank you HR & Rudra for the explanation.
There is another plugin for Hetzner here where you can get it for dedicated server too but I'm least bothered to pay another hundred buck(at least not now).
