the biggest cause of high ping or latency is the location . if you are far away from the server you probably will have lot of latency . the best solution if available you can just use the most nearest server but if that isnt available you forced to use that ping

another cause is that slow internet speed or you have low upload speed . the solution is to stop uploading file while you gaming

sometimes from PC too( i have 90-80 Ping, but my bro's pc 200-150...)

No PC doesn't have any affection to the ping , it may be that the WIFI on your brothers computer have less mb/s and is using a crowded channel which will slow the internet speed.

Does The Location Of the game server also affect the ping like its too far away so.. ?

Yes it is, sometime you can have good internet connection, high download/upload speed and play on server with +100 ping. Location of servers affect a lot on ping.

sometimes my ping 100 and sometimes its 150. it depends on what apps are using my network. the causes of high ping might be. low connection
other apps using your network to.
try to check this out.
