No, that is the whole point.

You can however exclude packages from being updated with apt-mark hold: https://askubuntu.com/a/99780

Should also simply work on Debian.

When you do this and hold packages that other packages rely on you will have to hold all problematic packages to get rid of such upgrade issues.

"sudo apt-mark hold <package>"

This command works and hold that process. the error will not come again early check.

OpenVZ doesn't support upgrading kernel, it depends on the host so your best bet is staying on Debian 8 as it is. KVM would have allowed this - upgrading your own vps kernel but sadly OpenVZ is like ancient software, always behind..
