A new ROM will not help with this kind of issue. 8 GB of internal storage are absolutely useless. Newer Android versions become bigger because they include way more features and lot more default apps and system apps. So more and more of your 8 GB internal storage gets assigned to the system partition instead of user data.
Converting apps to external SD card is also not optimal. It does move over only a part of the app but the rest still stays on the phone. Depending on the app this can be quite a lot space that is still left on device storage.
There is a solution to your problem. Buy a proper phone with a proper amount of internal storage. Start at atleast 32 GB internal ROM. There are enough affordable phones nowadays that offer 32 GB of internal storage.
