You both have to define which network model you are talking about. Layer 7 ISO/OSI is equal to Layer 4 on TCP/IP. However Layer 7 is not equal to Layer 4 on the ISO/OSI model.
The Cloudcone mentions "Up to layer 7 protection". So the lower layers are most likely obviously included. And as can be seen on their site they're using Voxility for attack protection. That's a well known and very popular protection service.
So to speak your question seems to be quite unnecessary. Or was this an attempt to make them look bad by questioning their knowledge?
