When you can connect check the overall stats of your VPS. Load, Idle, I/O wait and etc. Most likely as @fChk said your VPS might be on a overloaded node. Basically you can't really fix this issue because you have no control over the node. Open a support ticket at EUServ maybe? Even if the product is free.. they have to main some level of quality and take care of abusers and overloaded nodes.
