TCP is not optimal choice for multiplayer over network. tcp does not provide direct connection. it emulates that which involves lot of overhead and extra packets and potentially big ones too. its heavy. it demands all packets be received and in order and resends lost ones. good for robustness. but not good for responsiveness over various kind of network links.
Mojang's use of TCP might be why minecraft servers have a tendency to be incredibly laggy...
it is just a set of pros and cons. you cant get all good.
