It does make sense to assume that it should be a node specific issue.
But I think it may not be consistent for a long period of time.
In fact, from my past experience in using VPS 9 in Chicago, I also faced some network issue around 1 year ago, probably after Virmach did a big sale, but it would then go back to normal.
So, unless there are some mis-configurations in your VPS, I guess your network issue will disappear sooner or later. Good luck.
