example: website is hosted in anywhere in the world but have Asia,Europe,USA all ip. i've seen 1 website has 4 different ip for same web

How about no? But, not be an ass, because I know you are not capable of doing it yourself, here are some definitions and companies you can pay because you can't do it without money. Even if you host it yourself. Except for CF.

@arsalahmed786 Some cloud platforms (I.E.: DigitalOcean) have "Load Balancing" feature, which is basically using multiple VMs with multiple IPs (each VM in a different location) to improve visitors experience. (Latency, speed, ...)

First tell us why do you need to host your website in multiple IP Addresses ? Do you want fast loading time to each location ? Solution will be depend on what you are trying to accomplish. If it's an static site then it's pretty easy but if it's an dynamic site with a Data base then you need to use load balancing.

you need to purchase more than 1 ip address and bind it to the same vps and then you got yourself a different ip . but that isnt reccomended because that is just increasing the scarce of rx 580 IPv4 address
