technically you can . you can run qemu to emulate a x86 pc but because most phone is arm based it require a heavy emulation and it is complicated even if its work it is extremely slow and not for daily use just for experimental
emulating another architecture is slow espescially if you need a power to run windows . even lightwight linux run sluggish on x86 emulation because it is EMULATION
