Yeah there isn't much we can do about low light problem with small cameras. Even those biggest DSLR cameras neeed external Light set ups. When it comes to indoor inbuilt flash will work for close photos and when its small rooms. But it can't light bigger rooms. What I do in weddings and other events is stealing light from the professional photographer who covers the even. lol. Watch the guy. They know where they need light and what the the best moment to shoot. Take your photos using their light setups.

Now there are lots of small cheap gadgets to improve phone photo quality. Those usb LED Flashes are one of those. Also now there are lenses which you can attach to the camera. Small home studio boxes which let you take great clear photos of objects etc.
