To be honest, why would you run a Windows Server? Most purposes can also be done on a Linux machine.
My personal experience with Freedomain.club is very good. The owner, named Corey Manshack, is a very kind person. The quality of the VPSes they deliver is also very good. FDC is backed by Corey's company, called BitAccel. I expect FDC clients get the same servers as BA clients.
