In summary @Alright. You have to make 25 posts that are more than one line long and have sufficient quality in them to make a contribution to the discussions. The 25 posts needs to be equal or above @100 and your warning level Zero. As pointed out you can get all of that information in the VPS Plans section of the Forum:

You need to scroll right down to the bottom of the Plans thread to see the rules about posting and how to apply for a VPS.
