Try vps 9, awesome specs. Vps 4 also but sadly its not in this giveaway. 
You may ask for vnc and use vps 9 as pc but linux

Yes, that is a great VPS. I think Ubuntu 16.04 will be perfect for every task.

You can check to see its pros and cons.

Most of these VPS 9 reviews are positive though. I also wonder why people dropped it because my VPS 9 is working so well.

That's right, you can install GNOME so you can have GUI with you. But working with terminal is the best for me xD.

Somehow, because of chanalku91 and OldMeister, I want to try for Windows xD, will ask my IT teacher about Windows license. As I think he has Windows 2012 Server license.

Because I may not get a windows vps so if it gets linux I will install the GUI and modify it to make it more convenient and lightweight to use: v

Well not all Windows VPS request that. Most providers let you run the trial version. For example I have 180 days trail on VPS2. But the problem is these days there is a massive shortage of servers in free vps sites so finding a Windows KVM or XEN going to be very hard.

you better make sure it is legal and allowed because I will not tolerate having illegally licensed copies of windows on my nodes that is something that if I find during surprise audits I do sometimes to vm's I will not be happy.

and yes I do surprise audits as I will not be caught off-guard like what happened before with someone using a vps here to spoof a cisco dhcp server and cause major havoc because of that.
